New forum theme

As you might have noticed, we're in the process of setting up a forum for Project::OSiRiON. I'm editing
the forum theme to have it match the layout of the new main site, so far it seems to come along nicely.

I like it! But then again smileys hate dark backgrounds...  :(

Looks nice! Only took five minutes to load on dialup; not quite a record for brevity, but close. But where's the obligatory icons that say "Supertanker is great" posted everywhere? :<

It says so here, but I still need to setup forum user groups. *

* I made a Developer group and assigned it accordingly.
